Announcing the New Budget Development System (BDS) in EPM
We’re excited to announce that Tulane’s new Budget Development System (BDS) in EPM is now live! BDS replaces Anaplan as the university’s primary platform for developing, viewing, and managing your current and planned budgets—including detailed labor distributions.

What's Changing?
- BDS in EPM is your new destination to view your budgets and labor distributions for FY27 and beyond.
- Anaplan is being retired. All budget development activities will now take place in BDS within EPM.
Upcoming FY27 PAF Sign-Off
The FY27 Personnel Action Form (PAF) sign-off process will occur in BDS from May 1 through May 15. This annual confirmation ensures that proposed salaries for each employee are accurate and is required for auditing purposes, as this is the only period when salary changes bypass the standard approval workflow.
Get Support and Stay Informed
- Zoom Office Hours: The Budget Office will host Zoom Office Hours on Mondays, Wednesdays, and Fridays from May 1 through May 15 to support financial managers with questions about the PAF sign-off process. See the 4/30 BDS listserv e-mail for zoom links.
- Mondays and Fridays: 10 am – noon
- Wednesdays: 1 pm – 3 pm
